Here's a shortcut to open internet explorer in the the VSS-1 kiosk mode by following this example:
"C:\Program Files\Internet Explorer\iexplore.exe" -k "https://www.tzmc.us/skype/kiosk/"
the -k indicates the kiosk mode
the url points to the page that will open in the kiosk mode.
Note - To exit from the kiosk mode - enter ALT F4

To create a shortcut like this, using Windows Explorer, locate the program in it's folder - e.g. in C:\Program Files\Internet Explorer\iexplore.exe - then right-click on it and create a shortcut saved on the desktop. On the desktop right click on the shortcut and modify it as above. Finally copy it to the Startup folder.

"C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Startup"
Right Click Start Button - Explorer All Users and navigate to that Startup folder . . . under All Programs.
